A tropical depression formed in August 12 from a cluster of thunderstorms. Failing to develop further onto a tropical storm because of shear, the weak tropical depression dissipated on August 13, The best track does not dissipate the depression on August 13. Unexpectedly, the depression became Tropical Storm Alex on August 14. As shear increased once more, Alex was rapidly sheared apart. However, Alex managed to keep thunderstorm activity near the center despite the shear. And on August 18, Alex dissipated after making landfall.

Moving rather fast for a depression, the tropical depression became Tropical Storm Fleur shortly afterward, The LLCC of Fleur became fully exposed for short moments of time as strong shear removed the convective activity. Fleur peaked as a 45mph tropical storm on late October 18, Shortly after peaking, Fleur made landfall and dissipated on October 19.
